Need help identifying mystery boomerang(?) antenna

Hi everyone!

I need help identifying an antenna. It consists of two identical whips, about 58 in (145cm), loaded at around 14 in (35cm) from the top. One is mounted vertically on the bracket and is connected to the feed line via a PL 259 connector.
The other one is mounted on one side of the bracket at around 45 degrees from the horizontal plane.

Has anyone seen something like that?

lookimg at the loading coils it looks like a radio ham antenna the only way to be sure is to use and analyser on it
