Good afternoon Dennis here QTH Northampton.
I spent many years on the CB and made many good friends over that time, some of which had the same issue you have with antenna and housing regs. / rules.
There are many excellent antenna avalible on the market, which are out of sight or "stealth" the book l would recommend is "written by Steve Nichols and called "stealth antennas" or if you simply want to go out and buy a great antenna for 11m band for the CB work, just go on u tube and look up "11m magnetic loop antenna" there are even instructional videos on how to build your own "11m magnetic loop antenna" have a go it is easy fun and very rewarding to get contacts on a home built antenna.
You may find this of use.
What the CB community generally refer to as the 11m band or freeband is considered to cover is 25 MHz to the beginning of 28 MHz although most activity happens around 26-28 MHz.

Hope you find what you are looking for and enjoy your radio.
73 Dennis
