Ryan and Craig were identical twins born in Seattle in 1961. Ryan was born before Craig, but according to their birth certificates, Craig was older than Ryan. How come?

one was born at 11:59 pm on the 29/2/??? in a leap year the other was born at 00:10 on the 1 /3 / in a leap year so the first would only age i year every 4 while the other would have a birthday every year ?
