Power supply problem

I have a Palstar PS-30 power supply, this has been running fine for about 18 months but now it is showing up a problem, the problem is the volt meter keeps droping to about 5 volts and then picks up to 12/14 volts again in a wave like patern.
Has anyone had this problem before, if so can you tell me how to fix it please.

sounds like the regulator has is giving up and retireing
